In cooperation with the council leadership, the council international representative sets up a communications and organizational plan that will make it possible to keep the council membership informed of the opportunities for program enrichment in the area of international Scouting.

The individual should have, or wish to acquire, an active interest in the program enrichment values of international Scouting as a means of advancing the ideal of world brotherhood and providing extraordinary Scouting activities for Scouts, Explorers, and Venturers. The representative should have sufficient stature within the council structure, preferably membership on the council executive board, to be able to work at the various levels of the council operation involved in unit service. The appointee should be able to attend the international training and information seminars conducted at the annual National Council meetings.

In coordination with the council leadership, make an effort to see that an international emphasis is included in unit and council programs.

Become familiar with all international program enrichment services available to councils, such as youth exchange programs, European Camp Staff program, International Camp Staff program, council international camporees, twinning projects, international Scout exhibits at councilwide events, and international training seminars for adults, and world jamborees.

• Promote and communicate about the international program enrichment services to units.
• Advise unit leaders who are planning international activities.
• Promote the World Friendship Fund at summer camps, blue and gold banquets, training courses, etc.
• Recruit ad hoc committees as neces-sary for council international projects (twinning, exchange programs, International Camp Staff program, home hospitality, etc.).

Note: Councils are encouraged to establish a permanent international committee to handle the high incidence of international Scouting activity. In such case, the council international representative may serve as chairman of this committee.

The Scout executive of a council with a new council international representative should write the International Division to report this person's name, address, and business and home telephone numbers.
